With existing advantages, to attract more investments for economic development, Tay Ninh has in recent years focused on upgrading infrastructure to meet the demand of socio-economic development.
Communication and transport
Tay Ninh has two main road axis : Trans-Asia and 22B highways. The Trans-Asia highway was completed in late 2003, crossing 18 km of Tay Ninh and linking Ho Chi Minh City with Cambodia by Moc Bai border gate. The 22B highway running North to South is being upgraded to four-lane road. From now to 2010, the two networks: North-South and East-West together with district and urban roads will be upgraded with some VND5,000 billion.
The province has also two main river transport channels on the Saigon and Vam Co Dong rivers. They will also be upgraded into Grade 3 by 2010. Ben Keo river port on the Vam Co Dong river, 7 km from Tay Ninh town can receive ships of 2,000 DWT. Trang Lon military airfield (Thai Binh commune, Chau Thanh district) can be restored with runway of Grade 4-5, 25-30 m wide and 1,000 m long to receive 50-70 seats planes. A helipad can be built on Ba Den mountain top to develop tourism.
Water conservancy
Tay Ninh has two important water conservancy projects at Dau Tieng and Tan Hung. Dau Tieng reservoir is the biggest in Vietnam (27,000 ha, 1.5 billion cubic metres of water) with two main canals : East and West and irrigation networks grades 1, 2, 3, 4 watering 185,700 hectares of agricultural land. The reservoir also supplies water to sugar refinery, cassava processing factory and the population of Tay Ninh province.
Meanwhile Tan Hung network with 246 canals (total length of 213 km) and 1,912 irrigation works, waters some 11,000 hectares of land West of the province.
Tay Ninh continues to strengthen the irrigation networks to optimize the capacity of Dau Tieng reservoir.
Power supply
The power supply of the province is from Thac Mo hydro power plant by Thac Mo – Tay Ninh 110KV power line and connected with Hoc Mon – Trang Bang 210/110KV power line As the power line is a circular connection, its secure power supply in case of accident. Trang Bang station supplies power to districts of Trang Bang, Go Dau and Ben Cau, Tra Phi station to Tay Ninh town, district of Hoa Thanh, Duong Minh Chau and Chau Thanh, Tan Hung station to districts of Tan Bien and Tan Chau. Presently, the national power grid has reached 100% of the communes of the province.
Water supply
The water supply focuses mainly in urban areas such as Tay Ninh, Hoa Thanh, Go Dau and Trang Bang. The designed capacity is 9,300 cubic metres a day. In the coming years, Tay Ninh will increase the total capacity to 22,500 cubic metres/day and build new projects in Chau Thanh, Duong Minh Chau, Ben Cau, Tan Bien and Tan Chau with initial capacity of 4,500 cubic metres/day. Tay Ninh is calling for investments in two water supply stations in industrial zones in Trang Bang and Moc Bai.
Post and Telecommunication
The services have met the increasing demand of the province. Mobile phone network has fully covered the province. Post and telecommunication services have been diversified and increased in number. The telephone sets increased from 4.4 sets/100 people in 2001 to 17.7 sets/100 people in 2005. As a result, the people and IZs have increasingly better services, especially in Internet and databank.
Bank – Insurance – Service
In addition to State-owned commercial banks, other forms such as joint stock bank, development assistance bank, investment and development bank, credit collateral fund for State-owned enterprises, policy motivated bank, private credit fund are all in healthy competition and helpful for the people and business activities. Tay Ninh insurance company has expanded and diversified the services in the interests of the investors. Besides, other services have also been promoted such as legal formalities, public administration, vocational training, public notary.
Education
In the past few years, Tay Ninh has promoted the development of human resources, ensuring an equitable supply of workforce to various economic sectors. By the end of 2005, the province has 558 schools including 430 grade schools, one high school, two vocational training schools. There are also some establishments for vocational training namely Tay Ninh vocational training school, Private training school, training school affiliated with industrial zones, etc. The training will be upgraded to supply work force for industrial zones in Trang Bang, Moc Bai, Xa Mat, etc. The province will cooperate with local and foreign universities to train engineers and experts capable of introducing advanced technology and eventually establish a university in the province. According to the plan, by 2010, Tay Ninh will train 300 more university graduates in various industries to implement the industrialization and modernization of the province.
Health Service
Health services have been expanded in all parts of the province, ranging from provincial general hospital, district clinics, communal dispensaries with 1,796 hospital beds, adequate medical workers and facilities. A major hospital will be built in the Southern part of the province to ensure health service for the locals and eventually foreigners.

Tay Ninh Province to Make a Breakthrough in Investment Attraction
In spite of facing numerous difficulties in recent years, Tay Ninh Province could maintain its high economic growth rate with annual gross domestic product (GDP) growth rate of 14 per cent. The province specifies that the investment capital is a decisive factor to raise socioeconomic growth rate, create jobs and heighten living standards for the people’ thus, it introduces many investment incentive policies to mobilise available resources of all economic sectors.
In the period from 2001 to 2005, Tay Ninh spent VND13,122 billion (US$820 million) on socioeconomic development investment, equalling 38.5 per cent of the provincial GDP. The private and foreign economic sectors contributed 71 per cent of the total investment capital. The efficient use of investment capital by the private and state sector and ODA, FDI and AFD sources significantly contributed to the fulfilment of economic targets and the attraction of foreign investment.
At present, the establishment of key industrial zones like Trang Bang and Tram Vang, eight small and medium-sized industrial zones, border economic zones, residential zones and urban zones is creating favourable conditions for Tay Ninh to attract investment projects from all economic sectors.
In the 2006 - 2010 period, the total investment capital in Tay Ninh Province is somewhat equal to 40-41 per cent of its total GDP, or US$850 million. Tay Ninh has outlined plans to increase its incomes by more than 10 per cent a year. The province is calling domestic and foreign investors to invest in key projects in Moc Bai and Xa Mat border economic zones and projects in the fields of tourism, farm produce processing, sugar, manioc and rubber. The locality focuses on investing infrastructure projects related to transport, electricity, telecom and industrial parks as well as improving the quality of such services as finance and labour supply. At the same time, the province continues renovating investment incentive policies and streamlining administrative procedures to draw more investment capital for new projects.
Hopefully, the above measures will create a new energy and momentum to make breakthroughs in the Tay Ninh economy on the threshold of international economic integration.
