An interview with Mr Huynh Van Sang, Director of Dong Thap Province Department of Planning and Investment.
Could you please review the investment attraction of Dong Thap Province in 2006?
In recent years, Dong Thap Province attracted many domestic and foreign investment projects, mainly privately invested, in the fields of production, food processing, aquatic processing and aquaculture, fried shrimp cakes and drugs. Notably, more and more foreign investors come to the province to do business.
The investment promotion activities (for projects inside and outside industrial zones) have seen significant progress. All departments and branches closely cooperate on investment promotion activities under instruction from the provincial People’s Committee.
The province already organised investment promotion conferences in Ho Chi Minh City, signed a development cooperation agreement with Preyveng (Cambodia), An Giang Province, Can Tho City and Ho Chi Minh City.
Through investment promotion conferences as well as cooperation contracts with other provinces and cities, more and more investors come to explore business opportunities in Dong Thap Province. Particularly, the province attracted an additional 10 projects with registered capital of VND537 billion into its industrial zones in 2006, totalling 38 projects. The province also drew 15 projects in small industrial complexes. Four projects are being carried out outside industrial zones and industrial complexes.
To facilitate investors from exploration to licensing and implementation of their projects, what kinds of administrative reforms have been implemented in 2007 in Dong Thap Province?
Dong Thap is currently building and carrying out an international economic integration programme. Accordingly, the province chooses sectors with competitive advantages to seek suitable investment polices and measures. It also is speeding up construction of the infrastructure system to draw investment, introducing assistance policies and facilitating local enterprises to seek consumption markets for their goods. Therefore, administrative reform aims to create a friendly investment environment, especially a simple one-door policy at investment assistance units.
Dong Thap Department of Planning and Investment always welcomes investors to seek investment opportunities in the province, as well as creating favourable conditions for the quick delivery of business licences and certificates, reducing waiting time to 7 days from 15, to help investors kick off their projects as quickly as possible.
What is your forecast for investment flows into Dong Thap in 2007?
After industrial investment promotion conferences and the signing of many cooperation agreements with other localities, many investors, both domestic and foreign, arrived to study and sign memoranda of understanding with Dong Thap Province. Dong Thap Province is not yet satisfied with its initial results and will continue calling investment into its advantageous fields. The province is encouraging investment into industry, post-harvest industry, urban zone construction, border gate economic zones, commercial centres and ecotourism projects.
