In the context of global economic recession, authorities of Dong Nai province have joined hands to drive the local economy out of troubles and challenges. Vietnam Business Forum has quoted the opinions from provincial leaders.

In 2009, the transport sector of Dong Nai province has focused on speeding up investment projects, especially focal items like Dong Nai Bridge, Long Thanh - Dau Giay expressway, District 9 - Nhon Trach road system, Road 768 - Thu Bien Bridge and Road 769 (from Cat Lai ferry to Dai Phuoc junction.
Besides, sector leaders will urge localities to accelerate the development of traffic infrastructures. Regarding traffic safety, the sector will erect separators on Huynh Van Nghe Road (section from Hoa An Bridget to Buu Long), upgrade traffic signalling systems in Tan Phong roundabout, Nguyen Ai Quoc - Phan Dinh Phung crossroad (Bien Hoa City), repairing National Road 1A (from Sap Bridge to Suoi Linh Bridge), install 19 traffic signalling posts on National Road 1A, National Road 20, lq 51 and other roads.

In the past years, the construction sector of Dong Nai province has concentrated on attracting investment capital for developing big urban zones like Bien Hoa, Long Thanh and Nhon Trach - nuclei of the provincial and regional development. The sector also bases on the development plan for the southern key economic zone to exploit local advantages and potentialities. The top priorities are to develop production infrastructures, expand industrial parks and ensure economic growth. The sector examines and submits its reports on building urban infrastructures in the province and the region to higher authorities. Particularly, the province will focus on planning water drainage, supply and treatment and clearing flooding congestions in frequently flooded localities like Bien Hoa, Long Thanh (along National Road 51) and Nhon Trach and continue with the reform of construction expenditure management regime such as construction price adjustment, investment management adjustment, workforce reallocation. The sector also checked designs, plans and estimations for construction projects.

The approval of health worker attraction policy by the Dong Nai People’s Committee has opened new prospects for dealing with serious current shortage of health workers, especially grassroots units. Medical units can offer more incentives to attract desired doctors and pharmacists. Additionally, the sector will send doctors to follow higher training courses to acquire new know-how in order to upgrade the level of its healthcare workforce. Grassroots health units will be provided with new professional knowledge in addition to the increase in new medical equipment. In 2009, the sector has to complete many important health objectives assigned by provincial authorities. Particularly, all communes and towns have nationally standardised healthcare. The socialisation of health service is seen an important task because it has helped improve the quality of healthcare services for the people. With nearly VND100 billion from non-State sources, many medical units have upgraded its facilities, equipment and technologies. In 2009, the health sector of Dong Nai province has to speed up to satisfy increasingly demanding requirements of the people.

In 2009, the industry and trade sector of Dong Nai province will check, amend and supplement its industrial and commercial planning until 2010 and vision to 2015. It will continue with programmes to boost production of key industrial products. It will focus on investment assistance, trade promotion, and market development policies, cooperate with other local branches and localities to implement technical assistance programmes to pursue sustainable development after entering the World Trade Organisation (WTO). The sector will also carry out service development programmes, export development programmes for 2006 - 2010 period and plans to boost exports to the Chinese market from 2007 to 2015. The sector will accelerate industrial encouragement activities in resettlement areas, rural areas and develop agricultural enterprises, co-operatives and other production units.

This is an important task of the education sector of Dong Nai province in the past years. From the academic year 2008-2009, the sector accelerated IT application, reformed financial management and launch friendly school construction campaigns. Accordingly, the Department of Education and Training built up programmes to widen IT applications to governing activities from using software provided by the Ministry of Education and Training, carrying out IT application campaigns, organising IT contests for schools, opening training courses on using open-source software, exchanging administrative documents via electronic environments like email with domain …@dongnai.edu.vn amongst educational authorities, schools and other units. Remarkably, the sector has built an educational information portal for the province and integrated personnel, teacher and student management programmes. The year 2009 is the second in a row the education sector tried to minimise dropouts.

The objective in 2009 is to continue caring the cultural life in the spirit of the Resolution V of the Central Party and programmes of the Provincial Party. One of key tasks of the Department of Culture, Sports and Tourism is to care the cultural life for labourers, especially migrants. At present, the sector is paying investigations to worker inns to cooperate with local authorities, relevant bodies and landowners to have suitable plans and measures to heighten the spiritual life for low-income workers.
Additionally, the sector will improve the quality of art and cultural activities. It will continue building grassroots cultural institutions such as cultural - sport centres.

In 2009, we will continue trying to complete our tasks: training working skills, creating jobs, reducing poverty and applying labour policies. In the past years, we have successfully implemented the model of work transaction floor. We will organise monthly job days in places with large workforces and carry out technical training courses. Regarding kid protection and care, we will pay high attention to caring unprivileged, poor, abused children and reducing kid accidents by 50 per cent. In 2009, we will also build a labour information system to orient vocational training activities and manpower supply. We will build southern employment service centre in Tan Hiep Ward, social labour training centre, the social sponsor centre, and set up children care and protection units. To achieve these targets, we will focus on four solutions: carrying out new projects, speeding up administrative reform, widening examination activities and strengthening cooperation of concerned organs.
