Addressing Difficulties in Employment for Businesses

To solve the employment puzzle for businesses in the post-Covid-19 period, Vinh Phuc has supported them to find and recruit workers; organized conferences to seek measures to ease entry restrictions imposed on foreigners; established voluntary medical quarantine facilities for foreign experts working in the province to enable them to recover and stabilize their operations.

According to data released by the Vinh Phuc Industrial Parks Authority, tenants in local industrial parks are presently employing over 92,000 workers, including over 72,000 locals. Facing the complicated evolution of the Covid-19 pandemic, some local electronic and garment producers are finding it hard to recruit workers. The headcount in foreign-invested tenants in industrial parks has decreased slightly compared to the end of 2019.

To remove hardships faced by local enterprises in hiring workers and deal with provisional labor shortages, the Vinh Phuc Department of Labor, Invalids and Social Affairs has requested relevant agencies survey employment demands of local enterprises, instructing employment service centers and vocational training schools to support them to search and recruit workers. The department has also directed the Employment Service Center to strictly implement the official document of the Ministry of Labor, Invalids and Social Affairs on telephone-based job counsel, connect enterprises with those looking for jobs and advise on extension of work permits for foreign workers.

Besides, to facilitate businesses to bring back foreign experts, Vinh Phuc province has established a centralized voluntary medical quarantine facility at Dic Star Hotel Vinh Phuc (Nam Vinh Yen Urban Area, Vinh Yen City) with 300 beds. The Industrial Parks Authority has coordinated with relevant agencies to review the demand for foreign workers and advised the Provincial People’s Committee to build general guidelines for enterprises to implement and send documents to relevant ministries and sectors on immigration procedures for such experts.

The Provincial People’s Committee has sent a written request to the Immigration Bureau (Ministry of Public Security) seeking visa approval for 348 people working for 37 enterprises in the province (first phase) and 230 people working for 55 foreign enterprises (second phase) to enter through Huu Nghi Border Gate (Lang Son province), border gates in Lao Cai province and Noi Bai International Airport (Hanoi) from May to August 2020.
