Aligning Investment with Environment

In addition to increasing the investment fund, fostering industrial development and environmental protection have been defined as key tasks to achieve sustainable development. Accordingly, Vinh Phuc issued many directives and resolutions on strengthening environmental protection in industrial parks and handicraft villages. At the same time, the province has selected and prioritized projects deploying modern environment-friendly technologies.

According to statistics, industrial parks in Vinh Phuc province discharge about 9,800 cubic meters of wastewater a day. Wastewater generated from manufacturing, industrial sanitation and workers is diverse in composition and complex in properties. Regarding solid waste, they discharge about 165,000 tons a year, mainly in solid and liquid forms, including waste products, packages, paper, rags, coal slags, oil-stick rags, waste oil residue, paint boxes, fluorescent lamps and sludge. To treat waste and wastewater to protect the environment in industrial parks, when constructing industrial parks, investors are obliged to comply with regulations on waste discharge and waste treatment and reserve land for planting trees and water surfaces. All industrial park investors must prepare environmental impact assessment reports and confirm environmental protection commitments; register waste source ownership, exploit water surfaces for use in production, and take measures to minimize negative impacts on the environment. However, when they are in operation, many tenants have not dealt well with environmental protection. Many even rent premises and factories and their investment for wastewater treatment systems and waste collection are asynchronous and unreasonable, resulting in environmental disputes.

To solve this, Vinh Phuc province has issued many directives, resolutions, plans and decisions to enhance environmental protection in industrial parks and handicraft villages such as Resolution 02 -NQ/TU of the Provincial Party Committee on strengthening management and use of natural resources in the province to 2015, with a vision to 2020; Action Plan to respond to climate change in Vinh Phuc province in 2012-2020; Overall Project on environmental protection in Vinh Phuc province in 2006-2010, and to 2020; actions to comply with the Law on Environmental Protection. Therefore, environmental protection in industrial zones has made positive progress, minimized harmful effects of industrial production on workers and living environment and ensured sustainable development.

According to Vinh Phuc Industrial Parks Authority, over 90% of wastewater treatment systems of production and business projects in industrial zones are now connected with the shared systems (five out of nine industrial zones have centralized wastewater treatment systems and installed automatic monitoring stations; two invested in wastewater treatment systems but are yet to be operational). The quality of treated wastewater in industrial parks has been gradually improved and basically ensured permitted standards before being discharged into nature. Industrial solid waste is collected and classified at facilities, with a part being reused and the rest being collected, transported and treated by contractors. Most gas-generating facilities in industrial parks installed exhaust gas treatment and monitoring systems.

While investing in building and completing essential infrastructure for environmental protection in industrial parks and handicraft villages, Vinh Phuc province has strictly adhered to regulations on environmental protection in approving investment certificates policies; selected and prioritized investment projects using modern eco-friendly technologies. The province rejected investment projects carrying with outdated energy-consuming technologies; resolutely disallowed producers from running their environmentally disqualified facilities.

Last but not least, Vinh Phuc has strengthened inspection and control sources of environmental pollution, handled law violations concerning environmental protection; strictly conducted post-inspection to prevent, detect and promptly treat waste discharged by producers exposed to high-risk pollution. At the same time, the province built an environment database greenhouse gas emission inventory; established and digitized the environmental database for common use across the province.
