Information-Communication Sector Contributing to Industrialization and Modernization

Closing the term 2015 - 2020, the state management of the Department of Information and Communication of Phu Yen province has been implemented well, meeting the practical requirements. The position and role of the industry have been increasingly asserted, contributing positively to the industrialization and modernization of the province.

During the past term, the state management of the press and publishing in the area was implemented more closely and effectively by the Information and Communication industry in Phu Yen. The industry has well implemented the digitalization roadmap, by 2020, digital terrestrial television has covered 60% of the population areas, and satellite digital television has reached 100% of the residential areas. The industry has maintained the stable operation of the Provincial Electronic Information Portal; stably operating the system of provincial data centers, electronic information sites of departments, agencies, document management and administration systems. The information, press, and publishing activities have been gradually put into order, becoming increasingly effective and in-depth. The operation of the grassroots information system, press, radio and television in the province has not only renewed the organizational structure model, but also promoted professionalism and expertise in the implementation of propaganda tasks.

At the same time, Phu Yen Information and Communication Industry has also well implemented the Program of administrative reform, building e-Government and providing online public services, and gradually applying information technology (IT) in management and administration, serving the people and businesses. Deploying the document management system and operating at all agencies, departments, sectors, localities, connecting and linking through Provincial document axis (in operation from January 2017 at http://truclienthong.phuyen.gov.vn) have ensured the sending and receiving of documents online; step by step building paperless electronic office, meeting job requirements in the new situation, reducing time, saving state budget (the average rate of civil servants and public employees using the system was more than 90%). Deploying the official email system of the province has met the needs of use; granting more than 6,000 official email accounts for civil servants and public employees in the province, reaching the rate of 100%. The online public service portal officially came into use in January 2017 and has gradually been completed, up to now, basically meeting the receipt and processing of documents on the system, helping to transparently publicize the process of receiving and settling administrative procedures, creating favorable conditions for organizations and individuals in the process of filing, saving time and money.

 The Department of Information and Communications of Phu Yen has also well implemented its tasks to ensure information safety and security in state agencies' activities: regularly reviewing, warning in time and having solutions to prevent cyberattacks and incidents impacting information security and safety in the province. The state management in the fields of post, telecommunications, and radio frequency has also been enhanced, meeting practical requirements. The postal infrastructure has been widely developed, the network of service points and the postal transport network have reached most communes, wards and towns in the province, ensuring to serve the postal needs of the Party, the State, and organizations and individuals in the whole province. The telecommunication network has been invested to modernize, ensuring smooth communication domestically and internationally; with efficient provision of cost-effective and highly reliable service.

However, besides the achievements, the term 2015 - 2020 ended in the context of many difficulties and shortcomings: the task of ensuring cyber security faced many challenges; the investment in IT infrastructure in Phu Yen did not met the development needs, especially in the building of the e-Government; the software industry and IT services remained too small and undeveloped to match the potential of the province; the management of information, especially information on social networks, was still limited, not keeping up with the trends and development speed. Director of the Department of Information and Communications of Phu Yen Province, Mr. Tran Thanh Hung, said that to improve performance effectiveness, meeting the requirements of the new term, the Party Committee of the Department of Information and Communications had a policy of focusing on mobilizing resources on effective implementation, quality and progress assurance; improving the effectiveness and efficiency of state management in the working fields of the industry; effectively implementing the Resolution of the Party Congress of Phu Yen province, the Resolution of the Party Congress of the Department of Information and Communications in the next term; and ensuring the completion of the province's socio-economic development targets and tasks, contributing to the successful implementation of the tasks of the Phu Yen Information and Communications industry in the period of 2021 - 2025.
