In 2022, the Provincial Competitiveness Index (PCI) of Ninh Thuan province scored 65.43 points, an increase of 3.20 points, to rank 30th out of 63 provinces and cities, 19 places higher than in 2021, according to the PCI Report released by the Vietnam Chamber of Commerce and Industry (VCCI). Indeed, Ninh Thuan succeeded in devising and implementing comprehensive solutions to improve the investment environment and support the business community.

In 2022, VCCI added the Provincial Green Index (PGI), a gauge of environmental administration. Ninh Thuan ranked 18th out of 63 provinces and cities. Among the 10 component indices, seven advanced in scores and rankings, including Market entry, Land access, Transparency, Time cost, Fair competition, Proactivity of provincial government, and Business support policy. Three indices retreated in scores and rankings: Informal costs, Labor training and Legal institutions and security and order.
Ninh Thuan's success came from firm implementation of tasks and solutions appropriate and close to reality, especially upholding the role of responsible, dynamic and pioneering leaders capable of effectively solving practical economic development problems of the province.
Mr. Tran Quoc Nam, Chairman of Ninh Thuan Provincial People's Committee, also said that the province still faces shortcomings that need to be addressed to achieve its goals. Therefore, it is urgent to focus on analyzing bottlenecks in administration and improving competitiveness in each department, committee, branch and in the province.
Ninh Thuan province has also striven to achieve a PCI score of 68.9 points in 2023 to stand in the group of good performers. Particular attention has been paid to improving high-weight component indicators that strongly impact PCI scoring such as Business support services (20%); Labor training (20%); Transparency (20%) and Informal charge 10%. The province has also endeavored to meet and exceed planned targets on the business environment. Specifically, Market entry will reach from 7.77 points to over 7.87 points; Access to land from 7 points to over 7.50 points; Transparency from 6.08 points to over 6.60 points; Time cost from 7.36 points to over 7.50 points; Fair competition from 5.55 points to over 6.20 points; Proactivity of the provincial government from 7.11 points to over 7.50 points; and Business support policy from 5.52 points to over 6.15 points.
Accordingly, the province will continue to propose breakthrough solutions, resolve institutional bottlenecks, create strong and substantive reforms in the administrative system, strive to increase the average score by 5 points in 2024 (scoring 77 points for departmental agencies and 76 points for district and city category). In particular, Ninh Thuan will focus on improving the quality of administrative procedures and creating a healthy, attractive and open business environment; accelerate digital transformation, move towards digital government, improve the quality and effect of service to people and businesses at all levels of government. All work of the province is to consistently carry out the “business support” policy.
Also according to Mr. Tran Quoc Nam, a coherent solution in improving the business investment environment and raising the PCI Index is to increase meetings, support and dialogues with businesses and entrepreneurs to capture their production and business situations. Therefore, we will focus on removing difficulties and obstacles, clearing obstacles and providing timely support solutions to boost business development. The province's short-term goal is to lift the PCI Index to 15 best performers by 2025.
