Prime Minister Pham Minh Chinh ordered the commencement of the 500kV Lao Cai-Vinh Yen transmission line project, scheduled for completion within six months by August 31, 2025. He also launched the VND7,000 billion social housing projects in Vinh Phuc province. These programs further reinforce Vinh Phuc’s strong advantages in attracting investment and driving sustainable development.

Improving power system for businesses
Recently, in Minh Quang commune, Tam Dao district, Vinh Phuc province, Vietnam Electricity (EVN) held a groundbreaking ceremony and launched an emulation movement for the construction of the 500kV Lao Cai-Vinh Yen transmission line project. This project is a national key project approved by the Prime Minister, with EVN as the investor and the Power Project Management Board No.1 representing the investor. It is a 500kV double-circuit transmission line spanning 229.5 km.
The project spans four provinces including Lao Cai, Yen Bai, Phu Tho and Vinh Phuc, with its starting point at the 500kV Lao Cai station and ending at the 500kV Vinh Yen station. The total investment exceeds VND7,410 billion, financed through an 80% loan from the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) and 20% counterpart capital from EVN. In Vinh Phuc province, the transmission line extends nearly 49 km across 16 communes and towns in five districts, requiring the resettlement of 51 households.
Vinh Phuc Provincial Party Secretary Dang Xuan Phong emphasized the significance of this project in enhancing transmission capacity in the North and serving as a backup for electricity imports. Vinh Phuc province accounts for more than 21% of the transmission line and pole positions. So far, out of the total 468 poles, 101 are located in Vinh Phuc, with 100 already completed.

Once operational, the 500kV transmission line will have a capacity of approximately 3,000 MW, delivering electricity from hydropower plants in the Northwest region and neighboring provinces to the national grid while enhancing electricity import capacity. The project will also strengthen regional connectivity within the power system, improve the stability and safety of the national grid, reduce transmission losses, and enhance the overall efficiency of EVN's electricity production and business operations.
Provincial Party Secretary Dang Xuan Phong emphasized the important role of the 500kV Lao Cai-Vinh Yen transmission line project in supporting national socio-economic development and energy security, both for the country as a whole and for Vinh Phuc in particular.
As of now, Vinh Phuc has largely completed compensation, site clearance and land handover to the investor, ensuring the project stays on schedule. The province has committed to finalizing and delivering the site by April 15, 2025, 15 days ahead of the required deadline.
Vinh Phuc province pledges to continue supporting EVN and contractors in addressing any issues arising during implementation, creating the most favorable conditions for the project's early completion and operation.
More housing to meet workers' needs
According to Provincial Secretary Dang Xuan Phong, Vinh Phuc plans to launch a new social housing project each month from now until August. He announced this during the groundbreaking ceremony of a social housing project in the Nam Vinh Yen New Urban Area on March 16, with the participation of Prime Minister Pham Minh Chinh.
Phong emphasized that Vinh Phuc has undergone a significant shift in its approach to social housing development. The province now prioritizes constructing social housing first, followed by commercial housing.
Vinh Phuc is a favored destination for both domestic and foreign investors
Vinh Phuc currently has 17 industrial parks, with nine in operation and a high occupancy rate, employing over 260,000 regular workers. As a result, the demand for social housing is significant, ensuring workers have stable living conditions and making it easier for investors to attract labor. Prime Minister Pham Minh Chinh tasked Vinh Phuc with building nearly 28,300 social housing units by 2030. However, in the past three years, the province has only completed 471 units. This means Vinh Phuc must develop nearly 27,830 more units to meet the target.
The social housing project in Vinh Phuc, developed by Development Investment Construction Joint Stock Corporation (DIC), is located in the Nam Vinh Yen New Urban Area. With a total investment of over VND7,000 billion, the project spans 17 ha and includes 38 buildings. Once completed, it will supply the market with more than 5,300 apartments, offering a total floor area of nearly 190,000 m².
According to Mr. Dang Xuan Phong, earlier this year, Vinh Phuc launched one social housing project and plans to start six more in 2025, totaling 2,190 housing units. From now until August, the province will commence construction on one social housing project each month. Additionally, Vinh Phuc is striving to complete the Prime Minister's social housing target one year ahead of schedule.
