Phu Yen Province Steps up IP Construction

In the past few years, Phu Yen has planned and built three industrial parks in Hoa Hiep, An Phu and Dong Bac Song Cau on a combined area of over 1,000ha, and several small industrial complexes. Vietnam Business Forum Magazine had a talk with Mr Bui Ngoc Binh, Director of Phu Yen Industrial Zone Authority.
 
Could you tell us about advantages of Phu Yen Province-based industrial parks for inside companies during the constructional and operational processes?
The three industrial parks are built near backbone roads, railway, seaway and airway, thus, facilitating cargo transportation. In addition, these industrial parks have been cleared and levelled while the infrastructure system, including roads, power and water supply systems and communication system, has been built. In particular, Hoa Hiep Industrial Park has a completely-built infrastructure and is ready to accommodate investment projects. The surrounded residential areas can supply sufficient labour demands for investment projects in the parks. Last but not least, the application of the “one-door and immediate” mechanism has created great favourable conditions for investors to arrive in industrial parks in Phu Yen Province. 
 
How have industrial parks developed and attracted investment projects in the past time?
In 1999, the then Prime Minister ratified the building of Hoa Hiep Industrial Park, the first of its kind in Phu Yen Province. To date, the province has three industrial zones, namely Hoa Hiep, An Phu and Dong Bac Song Cau, with a combined area of more than 1,000 ha. The infrastructure in the first-phased Hoa Hiep IP has been considerably complete, An Phu IP has finished 70 per cent and Dong Bac Song Cau IP has been completed the construction of internal transport system, power, water and communication systems.
 
To date, industrial parks in Phu Yen Province have attracted 65 investment projects with a aggregate registered capital of VND1,100 billion (US$68.75 million) and US$36 million. Specifically, 16 projects are underway, 35 projects have become operational and the remainder is carrying out basic procedures.
 
How have companies in industrial parks in Phu Yen contributed to the socioeconomic development of the province?
The growth of IPs has contributed to the increase of provincial industrial production value. Industrial park-based companies generated a total industrial production value of nearly VND1,000 billion (US$62.5 million) in 2005 and roughly VND500 billion in the first half of 2006. Meantime, these companies have made great contributions to the increase of export revenues in the province. From 2004 to date, industrial-based companies contributed 75 per cent of the total provincial export revenues. The province earned US$50 million from export in 2005 and above US$60 million in 2006.
 
IPs also created jobs for a large number of local residents and thus raised their living standards. By the end of 2005, IPs created nearly 5,800 jobs for local people. Besides, when industrial parks develop, vocational and training units will also be expanded to meet higher requirements.
 
In the coming time, how will the Authority orient the development of IPs?
We will continue creating favourable conditions for investors. In the near future, we will attract projects to fill up the first-phase plans in Hoa Hiep, An Phu and Dong Bac Song Cau IPs by late 2007. We will develop Hoa Hiep IP in the second and third phases and Dong Bac Song Cau IP in the Area II and III. We will submit to the Government for approval in 2007. We aim to attract 16-20 investment projects into IPs a year, raise revenues by 15- 20 per cent a year and create jobs for 1,000-1,500 locals a year.
 
We will intensively develop IPs in Phu Yen Province to make more contributions to the industrialisation and modernisation of the province in particular and the country as a whole.
