To create uninterrupted and sustained development, Dong Nai Province has modified its economic restructuring process, in which the proportion of trade and services is increased.
Giving priority to advantageous fields
Based on local advantages and challenges in the new context, Dong Nai will give priority to breakthroughs in several fields. First of all, it focuses on upgrading traffic systems linking urban zones and industrial zones with other localities, such as national roads 51 and 56, belt roads and expressways. Besides, the construction of deepwater seaports Go Dau and Phuoc An will boost the development of inland ports adjacent to industrial zones, and transport services. Go Dau port zone will be developed into a port, warehouse, mechanical and chemical industrial complex. The province will expand the service sector into an economic backbone, especially transport, warehouse, telecom, IT, finance and banking services, along with cultural and ecological tourism. Agriculture and rural development will be given priority to mobilise development investment resources. The breakthrough will rapidly expand agricultural production.
Dong Nai will regard the development of industrial zones and complexes as the primary economic expansion, but the breakthrough will be generated by modern, specialised and high-tech industrial zones and complexes like mechanical, machinery production, automobile production, pharmaceutical, electronic, IT, computer assembly, telecom device production, high-tech and urban zones. Dong Nai has cooperated with relevant ministries and central branches to prepare for the investment and construction of Long Thanh international airport after 2010.
Increasing competitiveness of high-tech and quality products
Industrial production will continue keeping 57 per cent
[SLG1] but the proportion of technology and quality will be increased to sharpen the competitive edge. The province is strong in farm product processing, foodstuff, electricity, electronics, mechanics, chemicals, textile, apparel, leather-footwear, building material production, fine-arts porcelain and wood processing.
In recent years these have been backbone industries for the province and significantly contributed to the national budget. Dong Nai is famous for its instant coffee, cashew-nuts and monosodium glutamate. These fields account for 20-25 per cent of the industrial production structure. Dong Nai is also successful in electrical, electronic and mechanical production, with famous names Thibidi, Dien Quang, Truong Hai Auto, Vikyno, Vinappro and Fujitsu.
However, to further boost the development of backbone industrial sectors, the province’s plans to 2010 focus on “prioritising the development of comparatively advantageous industrial sectors, speeding up the technological renovation to replace technologies for 20-25 per cent of companies in key industries, attracting investment from strong partners and giant firms with strong capacity of technologies, capital and market, especially those bringing advanced technology, clean production and supporting industries.” Mechanical manufacturing, electrical, electronic and chemical production will be developed into spearhead industries, with growth expected to be 20-30 per cent higher than average national industrial growth.
In industrial development, the province continues attracting foreign direct investment projects, local industries, spearhead industries and supporting industries to reduce reliance on imports, decrease product price and increase local input in products. By 2015 and 2020, the localisation ratio of key industrial products is expected to exceed 80 per cent and 90 per cent.
Developing services
The potential of service, trading and tourism in Dong Nai Province have not been fully tapped. Therefore, development planning will emphasise increasing the contributions of these sectors in the provincial economy from the current 28 per cent to 34 per cent in 2010. Dong Nai will focus on key service sectors such as commercial activities, hotels, restaurants, transport, communication, credit, finance, education, training and healthcare. Dong Nai has the advantage of an industrial and populous centre with demand for finance, import-export, human resource training, transport (waterway, overland and airway) and warehousing services. However, for years the development of these fields has not been as good as expected. Thus, the province is focusing on modernising and expanding these services. Besides, it will invest in several commercial centres in Long Khanh, Bien Hoa and industrial zones, and build markets in connection with farming and food supply. Among service sectors, Dong Nai emphasizes ecological, garden, cultural, festival and historical tourism. Additionally, Dong Nai will give priority to developing the real estate market and technological markets in the coming time, attracting all available resources to step up trade and investment promotion. At the same time, it speeds up the development of modern service sectors such as consultancy, training, health and finance to meet local and national demand.
Seeking development solutions
The first is the capital solution. The province will focus on mobilising investment capital for development. To realise this target, Dong Nai will diversify its investment fields and forms such as direct investment, indirect investment, joint venture, build-operate-transfer (BOT), build-transfer (BT) and build-own-operate (BOO). Besides, it will focus on technological renovation, even technologies for economic management; expand the consulting and technological transfer networks between State and non-State sectors; and enhance the levels of technological officials and technological infrastructure. In education and training, Dong Nai will build and develop several colleges and universities of international standard.
