Hai Phong Industry and Trade: Helping Enterprises Overcome Difficulties

In 2012 and the 6 first months this year, the economy has experienced many difficulties and instabilities. The industry and trade sector of Hai Phong has implemented many solutions to dissolve difficulties for enterprises, promoted many production and trade activities in the city.
The growth rate of enterprises in major fields of production and trade of Hai Phong reduces or slightly increases. However, thanks to close and aggressive direction of the Ministry of Industry and Trade, Hai Phong People’s Committee, as well as efforts of local departments, industries, localities and enterprises themselves, the 2012 index of industrial production of the city still increased 5.4 percent over 2011 and was higher than the average figure of the whole country (4.8 percent); domestic trade activities remain stable, consumer market is abundant and basically satisfies people’s demand. Consumer price index (CPI) in 2012 increased 9.24 percent; total flow of retailed goods and services increased 21.5 percent; total export revenues increased 13.2 percent thanks to new partnership with markets like Mongolia, Panama, Argentina and Angola. Industrial and trade production significantly contributed to the general economic development of the whole city.
 
At the same time, the department always keeps track on current production and trade condition, coordinates with other units to timely solve problems, create conditions for upgrading operating ability for enterprises. The department identified top tasks and solutions in 2013 as speeding up implementation of investment projects, and bringing projects of industrial production and trade into operation, especially in export enterprises. Besides, the department has also effectively implemented many programmes, projects, development plans of industry and trade. Of which, it concentrates on implementing programmes, solutions to stabilise and develop major enterprises like: machinery, metallurgy, chemicals – plastics, electronics, construction materials. The department also implements the plan of industrial cluster, programme of industrial cluster, programme of developing supporting industry, the plan of promoting trade in the period of 2012 – 2015 and the plan of developing export – import centre in 2020.
 
The department identifies the task of concentrating on developing infrastructure, pushing construction of major projects in the city (international gateway port, highway of Hanoi – Hai Phong, Cat Bi Airport, Dinh Vu – Cat Hai economic zone, specialised industrial zone, industrial support etc), as well as pushing up comprehensive construction of infrastructure of industrial zones and clusters, to ensure clear area to develop industry, buildings and service for workers.
 
At the same time, it is time to implement the project of city economic restructuring, including the Department of Industry and Trade. As for industry, it is necessary to exploit advantages of the marine economy; put priorities to industries with high technology and added value, industries that save energy, natural resources, meet regulations on environment protection and contribute significantly to the budget. As for trade, the department will concentrate on planning trade infrastructure systems with 4 groups which are: export – import; wholesale; retail; and fairs and exhibitions of international trade. Issue detailed policies, prioritises capital to training programmes to develop human resources who meet requirements of city economic development in general, and of industrial – trading development in particular.
 
Moreover, the city should concentrate more on activities of trade promotion and market expansion, especially export markets. Construct plans of coordinating, investing with corporations and groups domestically and internationally, especially Japanese investors. This can be realised only with close corporation between sectors, departments and local authorities, as well as efforts of enterprises themselves to construct and develop the image of the attractive, friendly and potential place that is the port city of Hai Phong.
