Dong Nai Customs Department: Striving to Implement Comprehensive Solutions

In the final months of 2013, the domestic and world economy is forecast to continue struggling with difficulties, which will affect the task of receiving budget. However, the Dong Nai Customs Department is assigned by the Finance Ministry with state budget receipt for 2013 of VND13,350 billion, holding 6^th place nationwide (as stated in Decision 3063/QD-BTC dated 30^th December 2012 by the Finance Ministry). The figure is 20 percent higher than that in 2012. As of 15^th September 2013, total state budget revenues that Dong Nai Customs Department received was VND8,932 billion, making up 67 percent of planned state budget revenues in 2013 and 19 percent higher over the same period of 2012. It is forecast that state budget revenues of the whole year 2013 will reach VND13,350 billion as planned; however, it is a very tough mission.

The Dong Nai Customs Department has to struggle with many other difficulties. Many goods imported via the area are tax exempt; however, with high determination and great efforts of the Dong Nai Customs Department, it is expected that the state budget revenue target of 2013 will be fully achieved. The Dong Nai Customs Department has been exercising many comprehensive solutions, focusing on customs modernisation.

 

The Dong Nai Customs Department has implemented electronic customs procedures version No.4 in all of its customs branches and 95 percent of local enterprises. Version No.4 not only automatically receives customs declaration forms but also automates many other procedures like examining, flow distributing and customs clearing. This reform helps reduce time, bring conveniences in conducting customs procedures, speed up customs clearing and reduces derived expenses.

 

Moreover, the Dong Nai Customs Department has exploited container scanners and goods containers to examine goods, which helps speed up customs clearance. It also has constructed customs clearance points near industrial zones to make customs clearance procedures more convenient, with less time and money required of enterprises.
