Binh Duong province and Binh Phuoc province were separated from former Song Be province in 1997. The two provinces have similar geological, soil and cultural conditions, Binh Duong province has developed very rapidly and contributed much to national development, while Binh Phuoc grows up more slowly. Under the cooperation program between Binh Duong and Binh Phuoc provinces, Investment and Industrial Development Corporation (Becamex IDC) joined with its partner, Song Be Rubber Co., Ltd to invest VND24 trillion to develop the 5,000-ha Becamex - Binh Phuoc Industrial - Service and Urban Complex with the aim of helping Binh Phuoc province to develop industry, urbanisation, service and economic restructuring.
Working directly at the construction site, Mr Nguyen Thanh Nha, General Director of Becamex - Binh Phuoc Infrastructure Development Joint Stock Company, said the company is urgently the first step of the first phase with 510 ha to welcome first investors. Quoc Hung reports.
Could you briefly introduce Becamex - Binh Phuoc Industrial - Service and Urban Complex that the company is carrying out?
As you know, Becamex - Binh Phuoc Industrial - Service and Urban Complex is invested by Becamex - Binh Phuoc Infrastructure Development Joint Stock Company, a company established from the cooperation principle of Binh Phuoc province and Binh Duong province with founding shareholders of Investment and Industrial Development Corporation (Becamex IDC) and Song Be Rubber Joint Stock Company. These are two very prestigious companies. Specially, Becamex IDC is very experienced in industrial and urban zone development investment.
Becamex - Binh Phuoc Industrial - Service and Urban Complex is located on an area of 4,633 ha in Chon Thanh district, of which 2,485 ha is industrial area and 2,185 ha is urban area. With the investment capital of VND24 trillion, the project is split into many phases. The company is carrying out the first step of the first phase (510 ha).
Our goal is to build an industrial - service and urban complex model with synchronous modern infrastructure, friendly with environment for Binh Phuoc province. It will have all infrastructure facilities like traffic, water supply, rainwater drainage, wastewater drainage, electricity supply, lighting and telecom systems, wastewater treatment plants, green parks, sports facilities, restaurants, hotels, worker houses, schools, hospitals, bus stations and customs offices for secondary investors, specialists, workers, technical workers and their families and local people.
Utilising models and experiences in urban and industrial zones developed by Becamex IDC in Binh Duong province, basing on specific conditions of Binh Phuoc province, we will flexibly apply our expertise and believe we will have good results in the near future. This will help Binh Phuoc to develop and transform its economic structure.

How has Becamex - Binh Phuoc Infrastructure Development Joint Stock Company planned for the gigantic Becamex - Binh Phuoc Industrial - Service and Urban Complex?
I think that the development of Binh Duong and Binh Phuoc are closely related. After the industrial development period, Binh Duong province is looking to build a smart city, grey matter industry, and high tech industry. This will be an opportunity for Binh Phuoc province to attract investment for the early stage of industrial development.
The disadvantage of Binh Phuoc is its far distance with Ho Chi Minh City but this limitation will soon be surmounted in the next few years after inter-provincial and inter-regional transport systems are built.
Accordingly, in the East - West direction, Becamex - Binh Phuoc Industrial Park is connected with National Highway 14 from the Central Highlands to Chon Thanh, then Ho Chi Minh City; and Ho Chi Minh Highway from Chon Thanh to Long An, connected to Sai Gon - Trung Luong Expressway.
In South - North direction, Becamex - Binh Phuoc Industrial Park is linked to National Highway 13 from Ho Chi Minh City to Chon Thanh - Hoa Lu Border Gate; My Phuoc - Tan Van Road connecting with Thi Vai Port and Long Thanh International Airport to Binh Duong - Bau Bang - Chon Thanh and then to the Central Highlands; and Sai Gon - Loc Ninh Railway, from Di An to Loc Ninh, connected to Becamex - Binh Phuoc Industrial Park at Chon Thanh Station.
These show that Chon Thanh will be the intersection of goods and passengers from southwestern provinces and Ho Chi Minh City to the Central Highlands and Cambodia near future and prove that the Becamex - Binh Phuoc Industrial - Service and Urban Complex is fitting with the reality and conditions of Binh Phuoc.
Many asked that why Binh Duong had to go to Binh Phuoc province to build industrial parks while it still has abundant land fund. This is a cooperation programme of the two provinces, not only economic but also political. Obviously, Binh Phuoc has everything necessary to successfully implement this project.
With its industrial park development experience, which direction will Becamex - Binh Phuoc Infrastructure Development Joint Stock Company go to effectively attract investment?
In the Becamex IDC industrial park system, Becamex - Binh Phuoc Industrial Park has been developed in harmony with industries we have developed in Binh Duong. Or in other word, they do not harm each other but support each other in production chains.
Moreover, we use Becamex IDC’s experience and expertise in investment promotion, share information and coordinate market research. We have built overseas investment promotion staffs based in many countries and regions in the world such as the United States, Canada, Europe, South Korea, Japan, Thailand and China to introduce investment environment, policies and chh of Vietnam in general and Binh Duong and Binh Phuoc provinces in particular to investors, drawing them to Vietnam and to Becamex IDC industrial parks, including Becamex - Binh Phuoc Industrial Park. Foreign personnel at Becamex IDC offices in other countries have effectively played their role in investment promotion. This is one of factors for the success of Becamex IDC.
Inheriting successes that Becamex IDC has made and promoting its advantages, Becamex - Binh Phuoc Infrastructure Development Joint Stock Company will focus on Becamex IDC’s customers in Binh Duong province seeking to expand operations and customers from South Korea, China, Taiwan, and soon India.
As you have shared, the project of Becamex - Binh Phuoc Infrastructure Development Joint Stock Company will be developed in an industrial - service and urban complex model. What solutions has the corporation taken to harmonise these fields, for example on environmental issues?
These elements are our great concerns as we study, plan and launch the project. For us, sustainable development means supportive interrelation of actors. For example, development must ensure industrial development and environmental issue settlement. Infrastructure, green space, waste treatment and environmental sanitation are taken into account.
We ensure the environment for secondary investors: investment procedures, accommodation facilities, entertainment, workforce, export and import.
We ensure the life for people relocated for the project, train work skills for them, and help them to have equal or better living conditions prior to the relocation.
We coordinate with localities to invest in education, healthcare, public transport, trade, services and workers' houses to make sure that investors feel at ease.
The dynamism of the local government and investment attraction policies play a very important role in the success of the project. What is your opinion about this?
All projects, not only Becamex - Binh Phuoc project, have their own difficulties and advantages. We have received valuable support from the provincial government to deal with emerging issues. The government has introduced very attractive investment policies, streamline administrative procedures and apply the one-placed single window for investment and business procedures. Provincial leaders also accompany us when we approach and interact secondary investor delegations. Visiting delegations and investors are very impressed with the way Binh Phuoc province has done.
