Investment attraction into Ninh Thuan industrial parks has increased in recent years. Industrial parks have promoted infrastructure development and improved the business climate, helping raise the Provincial Competitiveness Index (PCI). Mr. Su Dinh Vinh, Director of the Ninh Thuan Industrial Zones Authority, shares with our reporters about these efforts.

Production activities in an industrial park
Could you tell us about the outstanding achievements that the authority has made in the past 10 years?
Over the past 10 years, the Ninh Thuan Industrial Zones Authority has closely followed the directions of central and local authorities and advised the Provincial People's Committee to build and develop industrial parks. The province now has three industrial parks: Du Long (407 ha), Phuoc Nam (370 ha), Thanh Hai (78 ha) and Ca Na (827 ha). Ca Na Industrial Park is currently completing procedures to request the Prime Minister for investment approval. Du Long Industrial Park has completed clearing 337 ha, with about 150 ha having ready infrastructure for tenants to locate their projects, and continued to complete leveling 70 ha more. Thanh Hai Industrial Park has completed infrastructure construction for nearly 58 ha, funded by central and local budget. Phuoc Nam Industrial Park is divided into two phases, with the ground leveling phase reaching 85% of the total work volume.
What are your perspectives on the advantages Ninh Thuan province?
Having a difficult starting point and harsh climatic conditions, but with dreams, aspirations and new development thinking, Ninh Thuan province is advancing from its own potential and unique values. Now, the province has the vision, capacity and motivation for faster development. We have the honor of being a partner for investors and businesses on the path to prosperity. We are committed to moving forward with Ninh Thuan and hope that investors will side with us for sustainable development.
In addition to promoting the achieved values, the province needs to enhance the business environment and raise the PCI Index. And, the authority has focused on improving the District and Department Competitiveness Index (DDCI), helping raise the PCI Index. Specifically, in the last two years (2022 and 20223), the DDCI Index has been significantly improved, ranking 18th out of 28 agencies in 2022 and 5th out of 27 agencies in 2023.
These outcomes come from the effort and high determination of all the staff of the Ninh Thuan Industrial Zones Authority, from a serious and responsible implementation process (from establishing the authority, setting up an action plan and carrying out detailed assignments to each department and individual in charge of each component index). With the motto of “detailed guidance, quick resolution", recently, all administrative procedures filed by tenants are resolved in advance and on time.

Ninh Thuan advocates selectively attracting investment, with a focus on resource-efficient, environment-friendly projects. So, what solutions does the authority have to both promote investment attraction and ensure sustainable development?
The Ninh Thuan Industrial Zones Authority always closely follows the direction of the Provincial Party Committee to focus on developing supporting industries, heavy industries, metallurgical industries, processing industries, post-salt production to unlock the advantage of local renewable energy sources. The authority gives priority to developing modern eco-friendly processing and manufacturing industries close to seaport areas and logistics centers towards green growth. By 2030, the industry will account for 40% of the province's GRDP, of which 25-30% will come from the processing and manufacturing industry.
Accordingly, the authority always requires its employees to strictly adhere to regulations and uphold public service ethics. While appraising projects, attention must be paid to technological and environmental requirements. Chosen projects must ensure advanced technology, new technology to minimize environmental risks.
It must be further acknowledged that the legal regulatory framework for industrial parks is currently not high. The legal framework on industrial park operations stops at the decree level, while activities in industrial parks involve many different fields: Planning, investment, corporate, land, construction, environment, labor and worker housing among others, thus causing many difficulties in enforcing policies on industrial zones, facing conflicts and inconsistencies with field-specific regulations that are amended, supplemented, or replaced. Moreover, the staffing and organizational apparatus are not specified for industrial park authorities and largely decided by localities themselves; the organizational apparatus and personnel are not sufficient to manage industrial parks. For that reason, I personally hope that central authorities should develop a law on industrial parks and economic zones to provide a unified legal framework (for policymaking, staffing and organizational structure and other contents) to lay the foundation for human resources and the strong legal environment for building and developing industrial parks in the coming time.
