National Assembly deputies of Kien Giang have done their best in the interests of the people. VIB Forum reporter’s, Ngoc Trang interviewed Mr Truong Quoc Tuan, Party Secretary of Kien Giang province and Head of Kien Giang delegation to the National Assembly.
As Head of Kien Giang delegation to the National Assembly, how did you perform your duties?
Before each session, the delegation held meetings with concerned agencies at various levels to obtain their views on draft laws. In the discussion at the National Assembly, the delegation presented their views to each draft. The delegation met with the constituency to recommend the National Assembly and Government on issues relating to economic development, social welfare, and legislation among other items. The delegation also held special discussions to find solutions to help the National Assembly, Government and related authorities to discharge their duties. With good preparation, the delegation has made important contribution to each session of the National Assembly. In case of citizen’s complaints, the delegation appointed its members to meet and find solution together with concerned people and authorities.
Do you conduct other activities apart from the two sessions every year?
In addition to the annual sessions, the delegation often meets with the constituents, and considers and forwards their complaints to concerned authorities. In important cases, the delegation intervenes directly to find fast and effective solutions. The delegation has the task of supervising the implementation of the resolutions of the National Assembly, sending deputies to meet their constituencies before and after each session. In 2004, the delegation in conjunction with People’s Councils, People’s Committees and chapters of the Fatherland Front of the districts, organised 33 meetings with 3,786 participants. In addition, the delegation has assigned certain deputies to focus on the implementation of Resolutions 5 and 6 CP of the government on the management, training and employment of former drug addicts from Kien Hai Centre, on the donation of houses to the target group and social insurance to certain areas in the province. In the same year, the delegation met with 61 citizens and received 146 petitions.
As professional deputies are fixed by 25 per cent and the province has only one representative, does it affect the performance of the delegation?
I think the percentage must be increased to ensure the performance and professionalism of deputies in important issues of the country as well as in the law-making process and other activities of the National Assembly. Each locality must have at least two professional deputies and this has been proven by the facts. Professional deputies have to participate in all conferences, seminars and several meetings of different commissions of the National Assembly, they cannot cover all activities at grassroots levels such as meeting the constituency to get their views on draft laws and exercising the supervisory function. Such an important role can only be played by leaders of the delegation.
