For promoting industrialisation and modernisation of its economy, thus helping it gain a high growth rate in industry and construction in the 2001-2005 socio-economic development stage, An Giang planned and built concentrated industrial parks (IPs), creating favourable environment for attracting investment capital from local and foreign sources. To this end, the province planned the IPs of Binh Long with 34 hectares in Chau Phu district and Binh Hoa with 132 hectares in Chau Thanh districts, and some industrial and handicraft complexes in towns and districts. These IPs and complexes are located in areas with convenient communication conditions, featured by national road N0 91, the Tien and Hau rivers and the My Thoi port. They are near material supply areas and major markets, border gate economic zones.

An Giang province has encouraged investment in the following industries in local IPs and industrial and handicraft complexes: farm-produce and seafood processing, food and foodstuff processing based on the province’s abundant materials, mechanics, textile and garment making, footwear making, plastic production, handicrafts, construction material production, new materials, consumer goods production, electronic manufacturing and assembly. The province has prioritised the attraction of hi-tech projects and labour-intensive projects.

For an early formation of IPs, An Giang province has accelerated compensation and site clearance, the building of resettlement areas, the development of infrastructure facilities of IPs. Total investment capital for the building of the two IPs of Binh Long and Binh Hoa was estimated at around VND 400 billion, of which VND 100 billion went to site clearance compensation. Investors will be given with adequate convenient services in electricity and water supply, and telecommunication. As planned, land in the Binh Long IP will be handed to investors for their building of factories and plants in the first quarter of 2006, while land in the Binh Hoa IP, the second quarter of 2006.

The People’s Committee of An Giang province will create the most favourable conditions for investors to save their money and time in completing procedures for their projects in local IPs, which, in turn, will contribute to the province’s development. Accordingly, all procedures will be completed using a ‘one-door’ mechanism with the An Giang Management Board of IPsacting as the focal point.
