Ho Chi Minh City: E-Government Clearly Implemented

Ho Chi Minh City is at the cutting edge in terms of implementing public administration and e-government. Recently, the city has seen fruitful achievements such as the Ho Chi Minh City website which issues business licences via the Internet, and other district websites. However, for effective e-government, Ho Chi Minh City’s advocacy is in place to build uniform infrastructure of technology application, databases and training.

 

There have also been active results in the implementation of e-government in Ho Chi Minh City that have proved the city’s attempts to bring information technology to support social life. Nine million people access hochminhcity.gov.vn website each month. According to an assessment by Alexa.comm, the website has jumped from the top 35,500 of most accessed websites in 2004 to the top 15,500 websites all over the world. Moreover, this is the leading administration website to be assessed in Vietnam. The total number of procedure instructions by departments, agencies and districts has reached 363. There are 36 member websites delivering sufficient basic information about the city. The The Department of Planning and Investment has issued 12 forms of Business Registration for state-owned enterprises, 100 per cent foreign capital enterprises and joint venture companies. 45 per cent of new enterprises have registered through the Internet. The forum between enterprises and the city government has proved effective with answers from city leaders on urgent matters. Hochiminhcity web has received and answered over 7,000 questions, 900 of which are of the enterprises forum. Electronic transactions are improving in hand with the online technical equipment market. This market now has 1,414 members.

Ho Chi Minh City has applied and implemented a geographic information system (GIS) for all districts and set up the “one key’ regime at the city level. The city also intends to to build uniform infrastructure of technology application, databases and training. A complete information system in 9 districts with three levels of starting points: low level (District 9, Cu Chi District), medium level (District 3, 5, 11, Phu Nhuan, Go Vap), and high level (District 1, Binh Thanh). The city has also introduced administration software, public services, land and construction management and other management software at district and commune levels. The cost of software and services is between 60-70 per cent of the entire investment. The city has delivered training for administration management to officials, civil servants and staff of the programme to support human resource training for enterprises. The “one key” information integrated system of the city is the first system to be implemented all over the country which integrates information from related agencies with an automatic answering system (dial 1900545444) to supply administration information on the economy, culture, labour, and construction. 

To improve the appliance of e-commerce in the enterprise community in order to step up an e-government approach, Ho Chi Minh City is launching a transaction port for enterprises at www.hcmcportal.com.vn. This website, which is temporarily working on the supplier’s server, is a base to run other applications of the network manager, users, interface and languages. It will post and update information on enterprises files, products and transactions in three languages namely English, Japanese and Vietnamese; give instructions to enterprises about business registration and information management. This has become a forum for enterprises to exchange ideas. Currently, this website includes 1,700 enterprises and 500 products. . This website, which is temporarily working on the supplier’s server, is a base to run other applications of the network manager, users, interface and languages.
