Vietnam will give high priority in the disbursement of foreign official development assistance (ODA) loans to key construction projects under the Construction Ministry’s newly-issued regulations.
Minister Nguyen Hong Quan said the priority is also offered for strengthening the relevant legal system, urban planning and development, developing liquid and solid waste treatment facilities, environmental hygiene, water supply and drainage.
Other areas include housing management and real estate development, housing for low income earners and the research and transfer of advanced technology and major projects with long-term returns.
The ministry’s regulations address the management and use of foreign ODA including grants and soft loans by international donors.
As of Sept this year, the country received a total ODA pledged US$1.82 billion via projects. In Sept, two big ODA-assisted projects namely the World Bank’s US$152 million-credit agreement for infrastructure development in Vietnam’s central city of Danang and Germany’s US$2.25 million vocational training project were inked.
In the first nine months of this year, the country disbursed US$1.4 billion, fulfilling 74.5 per cent of the year’s plan. (Vietnam Economic Times, VNA)
