The Lang Son Management Board for Technical Infrastructure Works Construction and Investment, subordinated to the Lang Son Provincial People’s Committee, is a self-financing administrative unit. The apparatus of the management board consists of the leadership board and six professional departments (Office, General Planning, Project Management 1, Project Management 2, Technical and Quality Management, and Construction Investment Management and Consulting). The board acts as an investor of traffic, irrigation, power and other public projects assigned by the Provincial People’s Committee. It also manages and supervises projects of other investors.
Effective, reasonable investment
In the first six months of 2013, the Management Board was assigned as the investor of 16 projects. As of May 30, 2013, the total value for these projects was VND352.808 billion. Undergoing projects performed by the board included the project to connect roads with border patrol routes in the first phase; the project to link Na Sam - Na Hinh Road (Provincial Road 230) with border control routes (key project), the project to link Ban Nam - Binh Do - Dao Vien (District Road 02) with border patrol routes, the project to build Luong Nang - Tri Le - Huu Le Road in Van Quan district, the project to build Ban Don - Po Nhung Road in Cao Loc district, the project to build roads to administrative centres of Doan Ket, Khanh Long, Vinh Tien and Cao Minh communes in Trang Dinh district (key project), the project to build Pho Vi - Hoa Son - Hoa Lac Road in Huu Lung district, the project to restore and upgrade Doi Can - Quoc Khanh Road in Trang Dinh district, and the project to build traffic routes in the Dong Dang Border Gate Economic Cooperation Zone.
In addition, the board is also responsible for the project to build the working office for the Management Board for Technical Infrastructure Works Construction and Investment, the project to build five bridges on Pho Vi - Deo Ca Road (Provincial Road 242) in Huu Lung district, the project to renovate and upgrade Tran Dang Ninh Road (section from Na Lang - Phai Tran) in the first phase in Lang Son City, the project to build Ro Ty Lake in Tu Xuyen commune, Van Quan district, the project to build lower voltage transmission station in Phieng Nuu - Na Nen village, Minh Khai commune, Binh Gia district, the project to build Road 243 (Yen Thinh - Huu Lien - Lan Ca - Moi Nhai) in Huu Lung and Bac Son districts, the project to build Ba Son irrigation ditches in Cao Loc district, and the project to build power grid in six villages in Thien Hoa commune, Binh Gia district. These projects have been basically completed and put into use.
As soon as the projects are planned to be carried out, the board coordinated with districts to measure project scopes and prepare site clearance for the works. However, some projects are bogged down in site clearance works, leading to delayed investment, like Na Sam - Na Hinh Road in Van Lang district and Luong Nang - Tri Le - Huu Le Road in Van Quan district.
The board always attaches great importance to the most effective budget disbursement and waste prevention in order to stimulate contractors and other stakeholders. Completed projects are quickly checked for use and payment finalisation. In the first six months of 2013, the board approved budgets for nine projects to prepare investment schemes, including two projects approved by the Provincial People’s Committee (budgets for preparing extended Ly Thai To Road and Ly Thai To resettlement zone).
Concentrated management in last half
With remarkable results in the first six months of the year, the board has built management plans and solutions in the third and fourth quarters. Accordingly, the board will focus on solutions to capital management and site clearance for accelerating implementation of projects invested by the board; continue to direct and urge the speeding construction of key projects in the province, strengthen inspection and supervision of public projects invested by the board; take over and transfer projects and finalise payment for contractors. The key jobs are the project to connect roads with border patrol routes in the first phase, the project to link Na Sam - Na Hinh Road (Provincial Road 230) with border control routes, the project to build roads to administrative centres of Doan Ket, Khanh Long, Vinh Tien and Cao Minh communes in Trang Dinh district, the project to build Road 243 (Yen Thinh - Huu Lien - Lan Ca - Moi Nhai) in Huu Lung and Bac Son districts, and the project to restore and upgrade Doi Can - Quoc Khanh Road in Trang Dinh district.
Mr Nghiem Van Hai, Director of the Lang Son Management Board for Technical Infrastructure Works Construction and Investment, said: “To better manage and implement investment projects in the coming time, the board will promote and enhance inspection and management construction quality and safety of investment projects, improve the quality of responsible project managers and supervisory consultants, coordinate with districts, cities, and other relevant organs to clear investment sites to speed up construction and raise the investment efficiency of projects.”
The board leadership also proposed that district authorities support residential resettlement for investment projects, with priority given to key public utility projects like power grid and telecom cable systems. The board also expects authorities to allocate capital for urgent projects to be completed in 2013 as scheduled.”
