In 2013, the Management Board for Civil Works Construction and Investment was assigned by the Lang Son Provincial People’s Committee to manage 12 projects with a total investment value of VND113.19 billion, of which the State budget is VND95.67 billion and the foreign capital is VND17.52 billion. Up to now, investment projects, either being prepared or now underway, have been going on well as planned.
Specifically, the power supply project for Ban Kinh, Ban Du and Ban Chau villages in Luong Nang commune has completed survey and economic - technical reporting steps. The Lang Son education - training zone project has completed the first planning scheme and is being modified at the request of the Department of Construction and Department of Education and Training. The project has used VND600 million.
Other projects include the project to restore and upgrade Tran Phu - Hop Thanh Road; the project to restore and repair the Lang Son Culture Centre; the project to build the working office of Lang Son Standardisation Measurement and Quality Department; the project to build Mai Pha 1 resettlement zone; the project to build administrative buildings, international service centre at Huu Nghi Border Gate, and Ky Cung riverside park in Lang Son City; the sub-project to build Huu Nghi border gate houses (part of Hung Yen - Viet Tri - Dong Dang social, economic and urban development project); and the project to build the working office of Lang Son Water Management Department.
Despite numerous difficulties, impacts of Resolution 11, complex and prolonged land compensation, and residential resettlement, the management board still achieved encouraging results thanks to the unity and consensus of the entire staff, the support and guidance of provincial authorities, and the close and harmonious coordination of relevant bodies.
Mr Tran Le Dan, Director of the Management Board for Civil Works Construction and Investment, said: "In the coming time, the board will coordinate more closely with relevant bodies in the province to accelerate project appraisal and approval, procurement, land acquisition and compensation and site clearance. It will also urge contractors and consultants to undertake their jobs as planned.”
Based on current situations, to complete the projects, the board also proposed some solutions like asking the Provincial People’s Committee to host dialogue meetings with people affected by resettlement projects in Mai Pha commune, asking Lang Son City People’s Committee and Cao Loc District People’s Committee to support land compensation and residential resettlement, and supplementing capital for ongoing projects.
