Hanoi: One-door Policy to Onegate Software

Onegate is a software program designed to make reports on administrative procedure settlement results on the Hanoi e-Portal (www.hanoi.gov.vn). According to IT specialists, this software helps speed up computer science application in State administrative management under the Project 112 in Hanoi. And at this stage, the target is clarification of administrative procedures and documents to the public. 

Nowadays, the IT application to the “one-door” administrative procedural resettlement is no longer new to administrative agencies. However, with the same goals, different agencies have their own applications and this leads to technical troubles in connecting them together. To resolve these problems, the Hanoi Steering Committee for the Administrative Reform (SCAR) proposed applying a common administrative procedure settlement programme for 40 departments, branches, committees and districts in the city. The SCAR cooperated with the Hanoi Department of Posts and Telecoms to prepare for the survey in operations of departments, braches, committees and districts. According to Mr. Le Anh Sac, SCAR secretary, the surveyed results show that it was unable to calculate the exact number of administrative procedures as well as a common method in procedural resettlements for the public in different agencies.

 

Right after the survey, the Hanoi People’s Committee hosted a seminar on this issue. Because there was no legal documents to provide how many procedures an agency are entitled to solve, experts at the seminar discussed what is administrative and how many procedures each level and agency will have.

 

From the “one-door” model, the standard coding system has been applied to departments, branches, committees and districts in Hanoi, including codes for administrative agencies, for administrative procedures and for documents. The receiving programme will send citizen’s documents to competent bodies under the preset codes. Each citizen will be provided with a secret code to look up his/her document status on the Hanoi Portal. The Onegate solution will be applied because it fits this model.

In November 2004, the first stage of the project “IT application to computerising document receptions and administrative resettlement result reply” was completed. Up to now, besides six inner districts and 16 departments, committees and branches have applied Onegate technology. The Hanoi Department of Posts & Telecoms and Vietsoftware Co. are carrying out installation of Onegate for remaining units in the city.

Mr. Nguyen Hoai Nam, a managing member of Hanoi Portal development project of Vietsoftware Co., the provider of Onegate solution, said Onegate not only allows reports on administrative document resolution status on the Hanoi Portal but also satisfies the objectives of computerising administrative document reception, settlement and return. Dr. Tran Minh from the Department of Posts & Telecoms said that Onegate is a meeting point of administrative specialists and IT experts. IT has helped the administrative apparatus obtain certain criteria, including transparency and democracy in administrative procedure and document settlement.

Up to now, the total fund for the project has reached VND700 million (USUS$43,750), most of which is aimed at operational support and installation of equipment for 40 units in the city. Although no results on Onegate have been published, the application of the first stage in departments, branches, committees and districts has shown publicity, transparency and democracy in the administrative procedure and document solution and forced administrative agencies to head for the “one-door” policy.

The application of the Onegate is being studied and planned for the second stage, which will include online administrative resettlement.
