Dong Nai Province Promotes Development of Spearhead Industries

Located in the key southern economic region, over the past number of years, Dong Nai province’s economy has seen a rapid development. Vietnam Business Forum interviewed Vo Van Mot, chairman of the Dong Nai People’s Committee about the province’s achievements and its development orientations.
 
After the 2001-2005 period, Dong Nai’s economy has gained a high economic growth rate. What are the outstanding socio-economic achievements of the province?
In the past five years, Dong Nai province’s outstanding achievement was in the mobilisation of resources for infrastructure development, urban and residential area planning and industrial park building, which helped the province’s urban and rural areas change for the better. Total investment capital of the province in the past five years reached VND 46,000 billion, or 2.4 fold higher than the 1996-2000 period. Of the figure, investment capital from local sources accounted for 47.6 per cent, increasing by 3.3 folds.
 
At the same time, over the past five years, Dong Nai province has concentrated on planning and developing industrial parks, attracting VND 6,800 billion from domestic investors and US$2.6 billion from foreign investors. In particular, for years, Dong Nai province has always been in the top three localities in Vietnam in terms of foreign investment attraction.
 
Dong Nai province has attracted many enterprises, in particular foreign-invested ones. What training policies has the province developed to meet the demand for human resources of enterprises in industrial parks?
At present, the programme on human resources of Dong Nai province in the 2006-2010 period has been realised with six projects training technicians for socio-economic development, training post-graduates, training women cadres, training talents, training in information technology and foreign languages for local officials. From now, the province has assigned authorised agencies to develop concrete plans and targets for these projects.
 
Apart from the existing advantages, what are outstanding features of Dong Nai in attracting foreign investment in comparison to other localities?
In terms of priority policies, Dong Nai always observes the Government’s policies but the province has always striven for better governance via administrative reform efforts to help enterprises save money and time with a more open investment environment. At present, Dong Nai has shortened the time for licence granting to between two and three days. Some enterprises even have been licensed within one day or even eight hours. Furthermore, Dong Nai is promoting its administrative reform, implementing a one-door mechanism with a motto ‘authorities accompany enterprises.’ In the coming time, Dong Nai will implement an online registration programme for investors. The province has opened a special section ‘Investment consultancy’ on the provincial portal to help local enterprises to get their problems solved at http//consultdongnai.gov.vn.
 
In the 2006-2010 period, what development orientations are the province’s main course to make a breakthrough?
In the 2006-2010 period, Dong Nai will focus on accelerating the development of spearhead industries, in which Dong Nai province has advantages, such as farm-produce processing, electricity, electronics, mechanics, textile and garment, footwear, construction material, woodwork and handicraft production. In investment attraction alone, Dong Nai will give its attention to strong partners and corporations with great potential in terms of capital, technology and markets, hi-technology, environmental and support industries. Also, we will concentrate on developing services and infrastructure facilities. With such strategies, Dong Nai will develop in a more sustainable manner.
