Lang Son Taxation and Enterprises: Side by Side

For the first 6 months of 2014, Lang Son Taxation Department achieved positive results, with total domestic revenues of VND 406.5 billion, making up 58 percent of that commissioned the Ministry of Finance, 52.8 percent of that commissioned by Lang Son People’s Council, 105.2 percent over the same period of previous year. These figures have marked efforts of taxation officers.
In 2014, the economy still faces many obstacles that largely hinder performance of enterprises operating in Lang Son province. Mr Hua Thanh Ha, Head of Lang Son Taxation Department said that: “The Department has implemented many solutions to raise revenues, and is determined to fulfill commissioned tasks”. Right at the end of 2013, the Department elaborated many methodical solutions to prepare for state budget receipts of 2014. It has constructed the working programme in 2014, concentrating on major tasks and allocating clearly responsibilities of hosting unit, implementing unit, responsible leaders like: organising working teams led by leaders of the Department to review taxation resources, supervise tax collection in Taxation Branches in districts and cities; regularly training profession, ethics and responsibilities of taxation officers; propagandizing, giving advice and support for tax payers, etc. Supervision and inspection are seriously conducted to reveal tax avoidance, as well as to reduce or exempt taxes for businesses in difficulty. The Department is also cooperating with legal authorities to enhance supervision and handle with illegal invoice usage. Therefore, wrongdoings are revealed and timely prevented to ensure stable state budget revenues.
 
Besides, propagating and educating tax regulations is one of major contents raising effectiveness of tax law. Propagating activities are variously conducted like: giving consultancy through phones, mails or directly by tax officers in organisations. Moreover, the Department has organised many conferences to acknowledge, propagate supplemented or amended tax policies, as well as guide enterprises to declare taxes properly, especially policies on giving preferential conditions, exempting, reducing taxes to support financially for enterprises and help them have more opportunities to re-invest, stabilize and develop businesses. Every quarter, in Department’s Office and its Branches, conferences are held with enterprises to know about their difficulties, answer to their questions. On average, each year the whole taxation section in Lang Son propagates nearly 200 times on laws for tax payers, explains directly in the office 600 times, explains through phone over 400 times. Apart from that, the Department also transferred proposals and expectations of enterprise community to Lang Son province like: creating business places, pushing up progress of constructing Border gate economic zone, attracting investment domestically and internationally to create a breakthrough for the province.
 
Apart from propagating, administrative reform and modernizing taxation are always concerned by Lang Son Taxation Department and they are one of major factors in activities of supporting taxpayers. With the viewpoint of accompanying with taxpayers to fulfill obligations towards the State, the Department has established “single window” unit to help taxpayers not go various places and meet many units when declaring taxes. The Department also continuously updates new policies on tax and provides policies for taxpayers. Tax officers must answer directly to questions of enterprises, or transfer them to relevant people to reply enterprises on time. New policies in “single window” unit will be informed or consulted directly to enterprises. When enterprises give feedbacks, tax officers actively introduce relevant information for taxpayers understand and implement properly.
 
With specific, practical actions aiming to reform, modernize and accompany with enterprises of Lang Son Taxation, it has created a new change in tax administrative reform, reducing procedures for taxpayers and managing comprehensively. This has resulted in a close connection between taxpayers and tax authority in collecting and paying taxes, fulfilling tax obligations towards the State with increasing revenues year by year.
