Investment capital for infrastructure development from the State budget for Da Nang increased from VND 400 billion in 1997, when it was separated from the former Quang Nam-Da Nang province, to VND 3,200 billion, or an eight fold increase. This has brought the total volume of investment capital from the State budget in ten years to more than VND 15,000 billion, accounting for over 66 per cent of State budget expenditures. After a decade, infrastructure development in Da Nang witnessed a strong development. As a result, the city has become a driving force for the development of Central Vietnam and the Central Highlands.
In fact, having developed its internal strength and mobilised investment capital from various sources for socio-economic infrastructure development, Da Nang has promoted its urbanisation with beautifully upgraded streets and well-developed socio-economic infrastructure facilities. From the city’s Prime Minister-approved master plan, the local authorities have implemented more than 265 detail plans for residential areas and so far, more than 50 per cent of its residential areas have been developed completely. With its rapid urbanisation, the city’s urban area has expanded.
Over the decade, the city has converted more than 3,000 hectares of slums and agricultural land into urban land of higher value. Total value of the city’s land fund exploitation has reached around VND 10,000 billion. Apart from upgraded and newly-built urban areas, the city’s authorities have paid attention to upgrading local road system. Specifically, more than 62 kilometres of national highways and 268 kilometres of urban roads, and 35 bridges have been upgraded and built.
Local urban and rural road systems have been connected synchronously. In particular, rural roads have been upgraded and developed, creating favourable conditions for rural mountainous areas to develop. The first phase of the building of a system for solid waste and waste water gathering, within a VND 400 billion project for water drainage and hygiene has been completed, helping to address the city’s flood and environmental pollution issues. Alongside the city’s investment, ministries and agencies have concentrated investment in some major works, including the Hai Van Pass tunnel, the Tien Sa seaport, and the expanded Da Nang international airport. At the same time, the city is promoting its investment in social, educational, health care, cultural and sports facilities.
Apart from the use of budget capital, Da Nang city has mobilised capital from other sources, having applied the motto of ‘joint efforts by the State and the people.’ Total value of the local people’s contribution of land, architectural work and money reached VND 150 billion, accounting for 40 per cent of total investment capital for the programme. An outstanding example is the work of the Ha River Bridge.
